Ramond, Bishop of High Tonkin: the sponsors of the bell were Colonel and Madame Rion. After the religious ceremony au enthu- siastic fete took place throughout the city.
RIOTOUS SOLDIERS.
Six months ago, the central division of the 3rd Tonkinese Infantry was transferred from Vietri to Nam Dinh, in the Red River Delta. notwithstanding the objections of severa resi dents. Last week a riot among the Tonkinese sharpshooters took place and the natives set fire to a spinning-house in the city. The ont- break has quieted quickly, but the damage to the spinning company was very considerable. The directors and shareholders intend to make a very heavy claim. An enquiry is being held. Nam Dinh is unanimous in its request for the departure from the town of the 3rd Tonkinese Infantry, but Commandants Bernard and Poriou, who are in oharge of the contingent, do not see their way to this. The excitement caused by the riot is far from having calmed down.
RUSSIAN OUTRAGE AT
NEWCHWANG.
At Newchwang on the 11th inst. an outrage took place which has led to the British and United States Consuls taking the matter up vigorously. It appears that two young employ ees of the firm of Messrs. Bush Bros., onea British
and the other an United States citizen, were illegally arrested and threatened with bayonets and loaded rifles by a small party of Cossacks outside the Russian lines at Newchwang. The
facts of the case are as follows: -
About 8 p.m. on 11th the two gentlemen in question, accompanied by Mr. H. F. Bush's Japanese wrestler, acting as carrier, set out towards the Eastern Marsh. On their way back. south of the Russian Settlement, near the third creek, well outside the bounds of the Russian Settlement, & few crows flew towards them, and the American fired and bagged one. Then walking homeward about 100 yards north of where the pilot boats are generally docked, they heard shonts from two Cossacks. One got in front. while the other stayed behind. The our in front motioned the little party to return with him to the Settlement: and as they could not understand his reason for stopping them. he flow into a rage, drew back his rifle with fixed bayonet, and lunged within a few inches of the young American's thigh. As they were still reluctant to go back, he loaded his rifle, which was at full-cock, and pointed it at the American who was in frout, at the same time saying Tso-bah no doubt meaning him to go, or he would shoot. Finding it was useless to refuse any longer they were made to walk in front of the soldiers, as prisoners. Just at this moment the party called out to the Japanese wrestler, requesting him to return immediately with the news to Mr. H. A. Bush. Arriving at the spot were the crow had been

Waterworks are to be established in Peking with a capital of Tls. 300,000, a foreigner having secured the right of construction, the share- holders being both foreign and Chinese.
The Manchurian line is reported to be flooded for miles, and trains stopped running about ten days ago, uo train was then expected to get through from Port Arthur under a fortnight.
A Japanese fleet consisting of three battle ships, five cruisers and two destroyers visited Shanhaikwan this week in the course of an autumn cruise. They fired a salute of 6 guns
