The Admiralty ordered the cruiser Blen- heim to be commissioned for the Medway Fleet Reserve on Now Year's Day for service on the China Station. The Blenheim, which is to have a complement of 592 officers and men, is one of the fastest cruisers in the Service. She recently carried out an extensive refit at Chat- ham Dockyard.

Mr. Chas. D. Tenney, who is secretary to the provisional Government at Tientsin, writes a letter to the Peking and Tientsin Times, in which he says:- -There has been too frequent failure to discriminate between the innocent and the guilty in this campaign. Under the strain and excitement of the bombardment it was not strange that an unreasonable suspicion Kobe of every Chinese ran its course like an epidemic, but it is time now to look at things fairly. Surely in the reconstruction of the Chinese Government honourable and intelligent men like Huang Tuotai and General Mei are those who ought to come to the front, both in the interests of China and in the interests of the foreign residents. It is not only unjust but impolitic to ignore their good services and canse them to be associated in the public mind with the fanatical cabal which they have from the beginning vigorously opposed.

The Government intend, as we have already stated, to order four new powerful cruisers to commission early in this New Year for service on the China Station. Two of the number will probably be the first-class cruisers ar tiate and Creasy. The former is of 11,000 tous displacement, and has practically finished her trials; while the Cressy, which is 12,000 tons, has only recently been delivered from the Fairfield Company's works. The other two vessels, it is thought probable, will be drawn from the Cressy class, which is armed with 9.2 guns in the principal batteries: Of the Spar. tiate the Times of the 1st ult. says that since she has been in the dookyard hands at Ports- mouth in consequence of the fusing of bearings on her recent trial it has been found necessary completely to overhaul the whole of the main bearings and crankhead brasses. The ship will not be ready to resume her trials until February.

CANTON, 22nd December.-Tsatlees.-No settle- ments are reported. Re-reels.-20 bales of No. 1 Re-reels Grant-reels are said to have been settled at $600, and 25 bales of No. 2 found buyers at $585 to $575. Filatures.-Wo have to report a continuation of the slow but steady decline on Filaturo rates referred to in last report. Although prices declined $30 to $40 per picul, the easier rates asked have not led to a revival in the enquiry, and buyers still seem disposed to wait for lower prices. about 9,000 bales, there is a pressure to sell on Stocks baving accumulated to the part of some holders, and unless demand improves a further decline seems inevitable. From prices paid we quote: $780 to $766 for Kwong Shun Cheong, Kwong Shun Hang and Miu King Lun 11/13, $750 for Sun Yu Lun 9/11, $740 to $735 for King Seng 11/18 and 13/15, $725 for Meo Kee 11/13, 715 for Yut Cheong Wo 10/12, $705 for Yuk Wo Cheong, King Sun Cheong 10/12 and Meen Cheong 13/15, $650 for Quan Hing, $645 to $635 for Tung Hing, Wang Hing and Yan Hing Loong 11/13, 86C0 to 590 for Good No. 3 14/18 to 14/18 to 16/20. Short-reels- Have been in little enquiry and prices are weak done and rates are weak. Appended are quota- and irregular.
