ing with limited success. The insurgents have followed the tactics of burning the towns and destroying the plantations on the approach of the Americans. One of the chief objects of the subjugation of this rich island is to sAVO the hemp-plantations and restore them to the rightful owners, but the full attainment is very doubtful. The owners may have the return of their properties, but it is feared that most of the country will be devastated.

To-morrow the Commission will hold public session on the Manila Saloon Bill. This bill, which will in all likelihood become law, in- stitutes a most sweeping reform, and it naturally meets with considerable opposition and adverse criticism. Its clauses are concise and imperative, and have apparently been framed with special view to prevent any dodgD-Cheung, U. K. ing or misunderstanding. The bill carefully D--Fan Kau regulates every branch of the liquor trade of
Q-Carreem, S. R. Manila and vicinity; it enforces Sunday closing, prohibits gambling devices, also the sale of intoxicants in the public markets, booths, and plazas. Under no circumstances does it permit
the sale of native wines to American soldiers. (This last is a good measure-farewell to "bino" jags, pipe dreams, and the guard-house.) Clause 23 sounds the death of the numerous saloons that live both sides the city's main street, the Escalta; and it also prohibits the granting of licenses after April first of this year to any saloon located in specially designated districts, which practically include all the main streets and public squares. As there are many saloons in Manila that are fitted in expensive style and represent a large in- vestment of money, there is strong opposition to the proposed law. On Wednesday the in- terested parties will have an opportunity to advance any arguments that they may have. Manila is such a thirsty place and so convenient- ly full of grog shops and wine rooms that one cannot keep wondering what is to become of the unsuspecting imbibers. True enough, the mili- tary government, by its night restrictions, has educated people on the "early to bed and early to rise" plan, but whether it can legislate away a man's parched throat and steady thirsty re- mains to be seen.
FORMOSA.
Mr. Goto, Director of the Administrative Bureau in Formosa, who is now in Tokyo, in an interview with a press representative, says the Japan Herald, expresses himself, highly gratified at the administrative system of Formosa during the past three years. He emphasises the fact that every possible credit must be given to the financial operations of the Formosan Government. Ac- cording to the latest estimates, the budget for the next fiscal year stands thus:-Revenue Y.16,280,000 and expenditure Y.25,000,000, the latter item including extraordinary outlays for various new undertakings. The deficit is to be liquidated by the remittance of 2,160,000 yen from the Central Government and also by float- ing a public loan. In connection with this loan, Mr. Goto states that the Governor-General will be authorised to raise a foreign loan, in order that he may be able to choose between either foreign or domestic money as the state of the money market may dictate at the time of floating. Referring to the business condi tion of the Formosan Bank, he states that the Bank has already received in deposits over Y. 4,000,000.
With regard to the future prospects of the Gov- ernment's finances, Mr. Goto expects no ang mentations on the side of expenditures on the result of gradual completion of sundry public works, but he is positive of approciable in- crease on the side of revenue, probably up to Y.20,000,000 within the next three years, owing to the successful working of the monopoly systems of opium, camphor, and salt, and also judicial enforcement of taxation on land. Mr. Goto anticipatos a promising future for sagar production in Formosa, which he hopes to grow to the enormous figure of Y.40,000,000 before long.
The only case of communicable disease in the colony last week was one of smallpox (Euro. pean), imported from Swatow.
