It has been decided, with view to prevention of piracies and the better of trade on the West River, to act upon suggestion made by the naval anthorities thất merchant vessels should use one route only be- tween Samshui and the sea and that this route should be specially protected by gunboats. The Hongkong Chamber of Commerce has declared that the best route for such a purpose would be that from Samshni to the sea by Wangmoon, Sailem and Junction Channels, and the West River between Samshui and Kongmoon; and the naval authorities have given directions Her Majesty's ships employed on the Weat River to patrol this route accordingly, tes

It is reported by The Rangoon Gasette that in consequence of requests made by the British Ambassador in Peking to the Chinese Govern- ment and of communications which have passed between the Deputy Commissioner of Myitkyi. na and the Sub-Prefect of Tengyuch, the Chinese forces of regular troops and irregular levies which were stationed near the frontier have been much reduced and all Chinese

troops and levies have retired to the Dart of the watershed of the Nmai Kha. The Chinese force which occupied Hpare, the scene of the conflict between Mr. Herta's escort and houses and driven off some eattle before retiring. a Chinese levy is reported to have burnt some negotiations for a meeting between the Deputy Commissioners of Bhamo and Myitkyina and the Sub-Prefect of Tongyueh are still proceeding. It seems probable that the officials reports that a telegram reached the authorities ly, that Hpare was in Chinese territory. It is, The Meiji Tsushinsha, a Tokyo news agency at Tengyueh at first believed, though erroneous- on the 26th inst,, from Gensan, stating that in point of fact, within the provisional boundary the Russians are surveying land in the neigh-claimed in 1898 by the British, Government bourhood of the Toman River and the northern port of Hamgyon-do, Cores, and that a body of Russian troops has been sent for the proteo- tion of the surveying party.
