Several changes have been made lately in the British onsular service in China. Mr. Haret has been transferred to Swatow and is sne- ceeded at Hankow by Mr. E. H. Fraser. M. Wilkinson has gone to Ningpo, replacing Mr. Bennett, who is ordbrød to Yochou. MË. Sundius goes to Nanking, and is replaced at Chefoo by Mr. Tratmaḥ.
The Chinese litter-bearer has proved himself a valuable help to the United States army in the busy days of the wat in the Philippines, and he has demonstrated his usefuluess in more ways than one. Over bills and mountains, across scorching valleys, enduring all hardships uncomplaining, immune to sickness and disease, never flagging, the Chinese coolie has kept up with the fastest marching columns. His only fault, it is said, is that he will loot.
The case of Umeseko, the quartermaster on the Tamba Maru, who assaulted Mr. Kent, fourth mate, came on for hearing in Yokohama on the 12th inst. Umeseko was sentenced to Evo days' detention, but be has appealed. Mr. Kent, who was sentenced to six months' imprisonmont for striking Umeseko, and whoso sentence on

ARRIVALS OF MAILS.
The English mail of the 21st January arrived, per P. & O. steamer Coromandel, on the 17th February (28 days); the German mail of the 22nd January arrived, per N. D. L. steamer Stuttgart, on the 22nd February (31 days); and the American mail of the 24th January arrived, per P. M. steamer China, on the 22nd February (29 days).

The Peking government has, according to the Universal Gazette, commanded an expectaut Taotai, named Chin, to investigate into some Becret and important matters at the southern islands. He arrived at Amoy at the end of last year and will proceed to the Philippine Islanda and Singapore, etc,, some time in the first moon.
Manila advices state that the new Com. mission from Washington has arrived at the Philippines. It is charged with the duty of reporting on the country and the means of establishing civil government there. The pre- sident is Mr. Tate, a well-known jurisconsult of New York, and Messrs, Worcester and Deus. by, of the previous Commission, will also serve on this.

In spite of the fact that the budget of French Indo-China for the first seven months of laht year showed a net surplus of 8781,037, and thật thestimated surplus up to the commencement of September, 1899, wak 8870,000, the figures do not appear to give much satisfaction to the colonists. The heary duties on imports are considered to do more than outweigh the al- rantages of a large reserve fund, and the Governor's report has been stigmatised as dri attempt at "throwing dust in the eyes" of the public.
The Russian ball and children's Fancy Dres ball came off at Newchwang on January 12th and 13th, and proved beyond doubt the biggest affairs of the kind that Nowchwang has seep. The Russian military band of 16 instrumenta was imported from Port Arthur for the occasion, and ladies came in from all outlying stations even as far as Liao-yang. The band also played once at the club and once at the skating rink during its stay. The ball has taught the hole. some lesson that the assembly rooms there aro too small for the growing community.
It appears that owing to the fact that the plague is about stamped out in Japan, the thriv ing business carried on in the catching and killing of rats in Tokyo, Yokohama. Ösaka, and Kobe, is at an end. During the time A shallow draught steamer of 2.321 tous sed the authorities paid so much per head for rod- another steamer of 583 tons, ordered by the ents, over a quarter of a million were destroyed, Osaka Shosen Kaisha for its Yangtaze service representing an outlay by the Japanese govern- and by the Colliery Department of the Miten ment of about 12,500 yen.
Bishi Company, respectively, are now in course of construction at the local Mitsu Bishi Bhip- building Yard. The Dock authorities are also about to commence work on two ocean steamers (6,000 tous each), which have been ordered by the Nippon Yusen Kasha for the Company's American Line. A Japanese paper learns that some 3,400 workmen are at present employed in the local Mitsu Bishi Dockyard and Engine Works.
At the annual meeting of the St. Patrick's Society, Shanghai. it was decided to transmit to the Patriotic Fund being raised in Dublin the sum of $40 for the benefit of the widows and orphans of Irish soldiers killed in the Transvaal. Though a somewhat heavy call ou the funds in hand, it was felt to be perfectly warranted in view of the object and the num ber of Irishmen in Shanghai and the outports.
