HONGKONG SANITARY BOARD.

The fortnightly meeting of the Hongkong Sanitary Board was held on the 15th inst., The President (r. J. M. Atkinson, Principal Civil Medical Officer) occupied the chair, and there were also present: Mr. F. J. Badeley (Act- ing Captain Superintendent of Police), the Hon. R. D. Ormsby (Director of Public Works), Mr. Fang Wabuen, Mr. J. McKie, Mr. Chan A Fuk, Mr. E. Osborne, Dr. Clark, (Medical Officer of Health), and Mr. C. W. Duggan (Secretary).

THE SANITARY IMPROVEMENT OF THE

COLONY-THE PROPOSED TRUST

OURPORATION,

The draft scheme for a 'rust Corporation for the sanitary improvement of the city of Victoria, drawn up by a select committee of the Board appointed for that purpose on Thurs- day, Dec. 7th, was submitted. The report is dated February 7th, and is signed by Messrs. May, Osborne, and Clark. It runs as follows:--

The trust to be a corporate body and to have full power to contract, to borrow money sell and dispose of its property. on stock or debenture, to acquire land, and to

4. The duties and powers of the trus! may be summarised as follows:

(i.) On a resolution of the Sanitary Board in ordinary public meeting, or on a representa. tion from the Medical Officer of Health, or from twelve ratepayers. that any district for the want of air, light, ventilation, or proper conveniences or any other snuitary defects, is in a state dangerous to the public health the Trust Corporation shall consider the case, and if satisfied with the truth of the representations made may pass a resolution that the area is unhealthy, and then proceed to prepare a scheme for its improvement, and for the formation of such streets. squares, and open spaces. and the construction of suitable buil lings, and all other things as may be necessary for such improve

(ii ) --The proc dura regarding the publication of notices to the persons affe-ted by the works. the hearing of objections, the assessment of compensation for compulsor purchase, and the approval of the Legislative Council prior to the execution of the improvement, can be framed upon the provisions of the English Housing of the Werking (lasses Act and the Land Clanses Consolidation Acts relating to this procedure.

(iii)—The trust may, with the sanction of the Legislative Council, construct such new streets as they may consider necessary for the inproce- ment or development of the City, without the representation required under the preceding paragraph, and for that purpose may cquire any lands they may consider necessary for the purpose of such improvement or development,

(iv.) The trust may at their discretion carry out works for reclaiming from the sea any lands now within the flow of the sua made over to it by the Government.

5.-The following are the proposals for the endowment and revenue of the trust.

(i.) -The Government should contribute an- nually to the trust 5 per cent. of the rates col- lected and 25 per cent, of the premiums derived from land sales, in each year.

(ii)-The Government to make over to the trust for a tixed period of 99 years such portion of the resumed area of Tai Ping Shan as bas not been sold, so much of Tai Kok Tsui Bay as has not been sold, and half the available build. ing area abatting on the south side of the Shau. kiwan Road between the eastern extremity of the Queen's Recreation Ground and Shankiwan Village, this latter area to be first laid out in blocks and each alternate block to be assigned

to the trust.

We have the honour to submit the enclosed draft scheme for the formation of a Trust Corporation to be charged with the duty, and invested with the power, of carrying on sanitary improvements in the Ci y of Victoria in ac- cordance with the resolution adopted by the Board at a meeting held on the 7th December.pedient, and lay out these areas in building 1899, at which we were appointed a co umittee sites, streets, and open spaces and may lease to consider recommendations for giving effect | such sites for periods which may extend to 99 to the resolution.

THE CONDITION OF NO. 2 HEALTH DISTRICT,

The S-lect Cominiftes (Messra May, Osborne, aud Moaie) reported on the 8th February that they had inspected portions of No. 2 Health District, Sauntary Inspector McKenzie accom- panyig them. The report concludes :-" W. visited the Wancani Market, which is in our opinion inadequate for the requirements of the population. Taken as a whole the district was not as clean as it should bo. The district has the advantage of being largely composed of two- storeyed buildings, but as these buildings are old we fear they will soon be replaced by build. ings of at least three storeys in height, We only noticed one latrine in the portion of the district traversed by us, and it was obviously wuch too small for the necessitios of the dense population surrounding it. The whole distriot apparently wants lime-washing."

The Secretary minute:-"This district is in course of being lime-washed although bat slow progress is being made, as only 22 houses out of 1,500 have been done in five weeks.”

Dr. Hartigan minuted :--- iteport shows & most unsatisfactory state of things still."

The Hon. R. D. OuмSBY proposed that a copy of the report be forwarded to the Go- vernment

RINDERPEST ON THE NEW TERRITORY.

The select committee appointed to enquire into the report of the Colonial Veterinary Surgeon as to rinderpest in the Now Territory was submitted. The Committee approves of Mr. Ladds suggestion as to preventive inoculation.

Papers were submitted suggesting 69 of Or- dinance 15 of 1889 bo altered so as to require separate plans for drainage to be supplied to the Sanitary Board.

The Hon R. P. ORMSBY anggested that Mr. Drury be asked to endeavour to arrange the matter without altering the Ordinance.

It was decided to leave the matter in obey- 'ance for the present.
