Rates are unusually high and Ae are not likely to see any re- duction until the Tientsin and Newchwang ports close for the winter. For coal from Japan the high rates now ruling are almost prohibitive to fresh business, though the fulfilment of old contracts nece-sitates the acquisition of tonnage at whatever rates steamers can be obtained at.
