Russian school is about to be formed under the temporary wing of the local Naval College to supply Russian interpreters. The present acting Consul, Mr. V. Gross, is to be "lent" to the Chinese as teacher. This step shows the trend of affairs, and marks the steady growth of Russian influence.

According to a Peking letter, Mr. Chin Pong, an Assistant Under-Secretary in the Board of Revenue who was early this year furnished with funds to travel in Europe on some mission, only got as far as Shanghai, where he managed to run throngh all his funds, and much more: When Mr. Chin returned to Peking, the other day, he was denounced by the Censors, but the Emperor appears to have been extremely lenient in dealing with the case, for, after an enquiry into the charge, Mr. Chin was furnished with extra funds to prosecute his journey while the money wasted by him in Shanghai is to be deducted from his salary. Witness a certain race which recently took place in the Sea of Japan be tween the Vancouver mail the Empress of China, one of the anxiliary cruisers of the English navy, and the Alger, of which the following is the interesting narrative. On the 17th June the Alger left Kobe for Yokohama, her engines making seventy-six revolutions, that is to say, a speed of about thirteen knots. Two miles behind followed the Empress of China, an excellent vessel for speed, which beat the Olympia, one of the most rapid Ameri- can cruisers. At a single snap the Empress gained more than half a mile, she arrived with- in 800 metres of the Alger, she increased her speed, and passing the French ship, she lowered and took in her colours. The Alger immediately increased her spood to eighty-five revolutions, upon which the Empress also increased hers, but the Alger's Bolleville boilers easily gave ninety-two revolutions, that is, fifteen knots and a half, and an hour later the cruiser, with a speed of seventeen knots, caught up with her adversary. The next morning, at 9.40 a.m. the Alger entered Yokohama harbour, a good two hours' ahead of the Empress of China. This fact proves that the Alger, in a short race of a few hours, could easily attain her trial speed of twenty knots, and it must be noted that on this occasion the greater part of her stokers, who had embarked hardly a couple of hours before the ship left, had never seen a Belleville boiler before.
