THAT has just happened in Soviet Russia may be decisive for the fate of the world. Peace or war, the future of mankind, hang in the balance.

Or do they? This is the maddening thing about Soviet Russia. We could get along with Soviet Russia in the world if only we understood what the Russians wanted, what were their real motives, what the driving force.

We don't. We see the outward shape of events. We cannot grasp their significance. No one can.

We all peer across the Iron Curtain into an impene- trable mist. Questions throng our minds. No answers come, only gusses. This week three questions are

baffling and important.

First question. Why have the Russians resumed nuclear tests? Why have they exploded larger, more poisonous bombs than ever before?

1 is inconceivable that the tests were justified by any military need or technical urgency. They must serve some political pur- But what? They have angered, not intimidated, the West. Perhaps they were exploded against some internal enemy, not against us at all.
