New York, Mar. 29. Stocks halted a week of continuous modest declines today, scoring impressive gains in broad and active trading. Only the rails, smarting from bad February carn- ings reports, failed to participate in, the advance, which saw large gains appear in chemicals, steels, cars and oils.

Washington, Mar. 29. The Tariff Commission held today that imports of plastic rain coats, which aro chiefly from Japon, have not caused serious injury to U.S. manufac-
turers.
In a four-two decision, the commission decided against a recommendation เปิ President Kennedy for an increase in the 12.5 per cent ad valorum tarif.
The tarif was negotiated under the reciprocal trade pact and therefore the president would have limited authority to hercase it if the Tarift Com- mission found imports -were causing or threatening sericus Injury to the domestic Industry.
In its finding, the Com- mission cited growth of profis In the U.S. industry. I said much of the imports are sold at prices well below those of American-made plastic rain | coats, thereby indicating the iwo types are not fully com- petitive.
Inporis in 1960 amounted to 303,000 dozen rain coats valued at $1,700,000. Domestic produc- tion amounted to 312,000 dozen and sales totulled $9,800,000. The difference in dollar totuls despite the near equality of unit sales reßented the high unit prices on the American
products, UPI.
