The currency reform, due to Lake effect next New Year's day, could make the rouble a currency in the Western mean- ing of the word. It has never been one hitherfo.

By far the most importarit napeel of the reform is the aim of putting both the internal and external aspects of the Soviet Unton's international trade on a cost accounting instead of an arbitrary basis.
