TRUMAN GAVE ORDER

WHILE MILITARY MEN DISCOURAGED IDEA

New York, May 22.

President Harry S. Truman decided in 1945 to atom bomb Hiroshima even though six U.S. military leaders and many scientists had expressed re- servations on the use of the 4-bomb, it was dis- closed today.

Admiral William D. Leahy, Truman's Chief of Staff, was "ropelled" by the idea of using the bomb. General Dwight D. Eisenhower said he hated to see the United States become first to use such a weapon. Gen. Henry H. Arnold said the bomb was not necessary to win the war because Japan was already defeated.

Rear Admiral Strauss, Assistant Secretary of War John J. McCloy and Under Secretary of the Navy Ralph A. Bard favoured giving Japan a warning and a chance to sur- render before using the A-bomb. Admiral Strouss suggested that the bomb be exploded over

Then Truman told Josef Stalin of the A-bomb. The So- viet premier merely smiled and sald he hoped good use would be made of it, "He never asked a question," Truman said later.

Gen, Carl Spaaiz received verbal orders to command the first atom bamb mission. He told Gen. Thomas T. Handy, Acting Army Chief of Staff:

"Listen, Tom, if I'm going to kill 100,000 people, I'm not Foing to do it on verbal orders. I want a piece of paper,"

General Handy finally agreed, saying, "If a fellow thinks he might blow up the whole of Japan, be ought to have a piece! of paper."
