Manchester, July 7.

The Manchester Guardian said today Hongkong's industrial achievement

In recent years had been astonishing.

It was commenting on the Colony's annual report, publish- ed today by Her Majesty's Stallonery Ofice. The same re- port Was published and re- leased In Hongkong Parties this year.

The authors suggest· some reasons why it happened, among then they mention 'an Influx from the Chinese mainland of skilled workers and Industrial-

You have to make allowances, the authors scem to be urging:-

Although Thore is a shorlaga of skilled labour, there is great excess of semi-skilled and unskilled labour, COM- pelillon for employment is very ilerce.

"There is therefore a ten- deney on the part of workers nol to press for higher wages or shorter hours when they are already axus about their ability to maintain the existing conditions against all comers',

"Precisely. That is what the Lancashire critics are saying. The trouble is that they draw the wrong conclusions.

"Their policies would carry the consequence of reducing Hongkong employment and so depressing living standards still further."-Reuter,

The "pool" arrangement in the British printing ink crisia is to continue, and London nowspapers BO longer have to shut down before the weekend.

This is the result of talka this afternoon between representatives of the National Society of Opera- tive Printers und Assistanta tind the Muster Printers,

The deadlock on the main points in the dispute still con- tinued but the compromise arrangement under which svall- able ink is to be pooled for Hie e of the London nollonal dailles is to be allowed to con- tinuċ.

The Pool

The pool consists of Ink Bup- |plies already on their way from the ink suppllers to Fleet Street printing houses.

Last week, It was the Daily Express whitch supplied Ink from its stock to its col. leagues and rivals, This week it will be the turn of the Daily Mirror to feed the pool.

But the danger of a complete skuldown at the beginning of next week is not yet averted.

During the talks this offer- noon, union officials resolutely opposed the delivery of ink which had already been bought by the London newspapers but was still in the factorles of the suppliers.

The untun was even more re- solutely opposed to the delivery of ink stocks which had not yet been sold.

A Shutdown According

to the master printers,

would These stocks supply enough ink for several weeks.

It by the end of the week, no valuation was reached over the main issues in the dispute between the union and the provrictors of provincial papers, London newspapera might well have to close down.

The conflict is over the unloa's demand for a 40-bour week and a ten per cent pay rise for its men-APP.
