The Russians are building a power plant with nearly twice the kilowatt capacity of the Grand Coulee, the United States' largest hydro-electric plant, the head of the Army Corps of Engineers said today.
Maj. Gen. E. C. Itschner said the Soviets are planning a hydro-electric plant with a capacity greater than the total of all the power planta at all the dams ever con- structed by the Corps of Engineers.
