There must be in the top positions of business and government, men fit and possessing full authority to make the big decision that come their Way.

With Dulles temporarily re- placed, America will be virtually without a Secretary of State. This may go on for a long time. If he is brought back prematurely he will not be able to serve his country or the Western cause with the concentration and effort that his job demands. And his country cannot fairly expect him to make the personal sacrifice of ignoring his own well- being for the sake of his important job.

Thera in talk now of a new Big Four meeting on Ger- many. There is a need for a new Western policy on this question. Better have a Secretary of State who can hammer out this policy with his Western allles than for the West to go to the conference table ill prepared and perhaps demoralized by the absence of an authoritative and fully operative leader. All the West hopes Dulles makes a good recovery. But the President should ask him to resign. And make way for a new man to step Into this key job on which Mo much in the entire Wastern world depends.
