Mikoyan Conflict
Big_Business And
Government Do
Not See Eye To Eye
From HENRY LOWRIE
New York, Jan. 21, Now that Mikoyan has gone, I can report that his impact on the United States means much more than a personal triumph for him.
For his vivit laid bare a conflict between Ameri- can businessmen and US Government policy towards Russia.
That is the cold, hard policy of John Foster Dulles, the man who prefers to go to the brink rather than yield.
Perhaps now Mr Dulles will see the writing on the wall
rellected from the headlines.
The Russians, as epitomised by Mikoyan, their First Deputy Premier, are not to be trented coldly na out- casts by the powerful business interests-the in- terests that have helped to shape American foreign | policy.
The friendliness of the professional men's welcome to Mikoyan was surely something that cannot be over- looked by Duiles.
Can It Change Soon?
To the observer here in New York the feeling is growing to- night that. It is tine for a change and that Mr Dulles will be compelled by these masters and dictators of the Republican Party, the dollar-conscious pro- fessional men, to soften hls nttiinde.
That feeling is so Intense
Avon can the change como about?

'Forget The Past'
Mr Mikoyan's talks have not been a mere collection of plati- (tudes about good relations. He hus been advahelng a ecnsistent line for US-Soviel relations.
This is simply: let us stop A arguing about the pest bnd concentrate on negotiating our way out of present dificulties."
