Russia's draft Soven-Year Plan, presented in mid-November in a 30,000-word document, provides Westem axporters with some food for thought about the future. The plan re-asserts that "deal-
ings with the capitalist world will and can be expanded."
The average annual rate of increase in industrial production from 1959 to 1965 is planned at 8.6 per cent (compared with recent figures of two to three per cent for Britain and the United States). This, in itself, is an ambitious goal. But the Plan also shows that the gap between heavy and light industry is to be further widened in the next seven years.
