The Soviet Communist Party First Secretary, Mr Nikita Khrushchov, has devoted the policy section of his second letter to the Left-wing London weekly, the New Statesman, to a detailed explanation of the forms on which Russia will agree to discuss the problem of cosmic space at a "summit" conferenco.
