Russia's seven-point peace plan, proposing a halt to nuclear weapon tests from New Year's Day, has been sent to foreign envoys in Moscow with a request that it be sent to Parliaments and Govern- ments, it was announced here today. The appeal was adopted unanimously by the Supreme Soviet Russia's Parliament four days ago.
The Soviet news agency Toss, said the text had been sent to all embassies and missions in Mos- cow with an accompanying note asking for it to be forwarded.
