Oslo, Dec. 11. Mr Lester Pearson, formor Canadian Minister for External Affairs, tonight called for a frank; serious and complete exchanges of viows ospecially be- fween Moscow and Washington through diplomatic and political channels.

In a section devoted to peace and policy he con- tinued: "Essential to the success of any such exchanges is the recognition by the West that there are certain issues such as the unification of Germany and the stabilisation of the Middle East, which are not likely to be settled in any satisfactory way without the participa tion of the U.S.S.R.
