Stalemate May Be Key To Differences

US delegate Harold Stussen, replying to Soviet rejection of Western disarmament offers, challenged the Russians today to suggest their own compromise on banning use of nuclear weapons.
Stassen told Soviet Deputy Foreign Minister Valerian Zorin this stalemated issue might be the key to "unlock" other narrow differences at the London disarmament conference.
