Mr Peter Thorneycroft, Chancellor of the Exchequer, in his first budget has been able to grant a wide range of tax reliefs and incentives and still strengthen the Treasury's position, thanks to the buoyancy of the revenue and a useful cut in de- fence spending and debt interest.
