A wrangle over a 20-mile stretch of pipeline, which has been going on for the best part of a year, is now threatening the livelihood of 2,500 Lebanese oil workers and may reduce the prosperous Lebanese oil port of Tripoli to little more than a poverty-stricken fishing village.
