New York, Jan. 11. major Western powers proposed in a joint resolution submitted to the United Nations Security Council today that Israel's December 11 attack on Syrian forces on the shores of Lake Tiberias be condemned as a "flagrant violation" of Israel's obligations.
The Council is to meet at 3.30 p.m. tomorrow to resume consideration of Syria's complaint against Israel for the attack.
