SYRIA?
Will It Join Arab League | New Role For
Or The West Presidential Election
Seen As Pointer
Damascus, Aug. 17.
The Syrian Parliament chooses a new Presi- dent tomorrow in an election that may be vital to the outcome of the diplomatie tug-of-war in the Arab world.
Middle East capitals will be. watching closely to see if the new President elected by the 142- member Chamber of Deputies is an advocate of the proposed tripartite pact with Egypt and Saudi Arabia or of the Iraqi-Turkish pact which sur- prised the Arab League earlier this year.
There are sharp differences Parliamert anet qualifeti observers believe it equally

new chief executive with find 12 moro politle to steer clear of the rivat pacts and work instead for a reinforced Arab League strong enough to defend self against aggression in this part of the worldi
The names of several men are figuring prominently in the pre- election speculation but no one Is excluding the emergence of a dark horse in what is certain to be spirited voting by the Chamber tomorrow,
Under the constitution, any con:lidale must get two-thirds of the voles to win on the Arst ballot, On the second ballol, an absolute majority (one half plus ene) is required-while on the third a relative majority sufcient. No one is counting un a first ballet daale.

In addition, the name of former President Shukry Al- Kuwatly had figured prominent- ly in the speculation until he surprised politicians earlier this month with the announcement that he would not run.
Al-Kuwaily, who was deposed in the 1949 coup led by the late Zaim, returned Colonel Hossni from his exile in Egypt only last month with the avowed in- lention of secking re-election.

Al-Kuwatly was understood to have felt his chances futile following a big welcome home dinner organised on his behalf by Damascus merchants last week.

Oxford, Aug. 17.
The rate of taxation on British industry is crippling its ability to meet overseas competitors, Mr John H. Lord, Executive Director of the Dunlop Rubber Company, said tonight when he addressed young British executives at a business summer school organised by Oxford University.
"Other countries are re-l ducing taxes," he added.
