New York, Aug. 8. American financial circles were confident here today that the rise in the rediscount rates imposed by the Federal Reserve Bank aimed at curbing credit "excesses" would have a beneficial effect on the American economy.

By making money more expensive for banks to borrow-and in effect causing banks to exercise greater
