Soviet Russia's call for a Big Four Foreign Ministers' conference in Vienna to discuss the Austrian State Treaty evoked favourable echoes in the West today with one reservation.

Diplomatic quarters generally welcomed Russia's notes asking for the Big Four conference with Austria but the Western Powers thought the .Ambassadors in Vienna should meet first to com-

plete the draft of such a treaty.
