DRASTIC PROBE INTO STRUCTURE

London, Feb. 16.

The Government today shook up the Board running Britain's state-owned coal mining in- dustry, following a drastic probe into its structure. A five-man, investigating committee had re- ported they were "not satisfied" that the Board's top policies and devisions were being properly carried out in the industry nationalised by a Labour government in 1947.

The committee --

act up

by the Board itself - said "a poor tone of management" in some places was due also to discipline among

the rank and file of labour." This led to stoppages and loss in output, irritation and frustration among

managements and

bad labour relations.
