COLOMBO PLAN SUCCESS

Spectacular Advances In Southeast Asia Were Not Visualised

London, Dec. 19. Although there is much that is positively encouraging in the third annual report of the Colombo Plan, judgment on its progress to date is idealistic best approached from a negative angle. For the Plan itself though it seemed at its inception-did not visualise, in the first six-year stage at least, a spectacular advance in South and Southeast Asia.

Its object rather was to help member countries to develop their resources sufficiently to offset the pressure of a rising population which was dragging them back.

Judged in this light the Colombo Plan can be pronounced a great success. Not only have its members managed to hold their own in face of adverse economic pressures; they have in some cases actually improved their position. The sceptics should ask themselves: What would economic conditions have been like in this area if the Plan had not existed?
