The first step toward resuming big power disarmament talks in private was taken today by the United Nations Disarmament Commission.
At a half hour meeting the 12-nation Commis- sion formally reconvened the London sub- committee and instructed it to hold a procedural meeting here early in December to decide on where and when the talks would be held.
