A year ago the Party's rank and file overruled their leaders and voted overwhelmingly in favour of the proposal to amend the rules of the General Agreement on Tariffs and Trade to enable Britain to give greater tariff preference to Commonwealth imports over those from foreign countries. This week they reversed that decision and supported the Government's plan to strengthen GATT.
