He said Russia was ready to discuss proposals made at the Berlin conference at the beginning of this year "as well as possible new proposals on the question of free all-German" elections."
In West German circles, the statement was described as "bomb shell" designed to wreck the 'London nine-power conference on West German rearmament. Washington official sources saw the same motive behind Mr Molotov's statement.
