years have been spent in an endeavour to give the idea of a European army and Defence Community a con- crote meaning which would be acceptablo to all the peoples who were to form the new partnership. With the exception of France where the opposition has been mainly emotional--and emotions are in politics for stronger than reason that and has been achieved. The French aro reluctant to ac- cept the idea that their army with all its traditions and long history would be-
no moro than memory. No doubt Mr Eden has again come up against this factor in his talks with M. Mendes-France. It is the psychological factors which have thus far prevented the conception of the European Defence Community becom« ing a reality.
