· Jubilant Democrats hailed Maine election re- turns today as a harbinger of victory in the November battle for control of Congress. Re- publicans claimed a triumph for the Eisenhower Administration.
Democratic jubilation stemmed from the elec- tion of a Democratic Governor for the first time in 20 years and the better showing they made in the Senate contest and three Congressional races.
Republicans wrote off the loss of the governorship as a matter of "local issues." They insisted the Senate and Congressional victories were the true test of Re- publican strength.
