Communist Warning LONDON To SEATO Delegates

Laos, Cambodia Should

Not Be Included'

Tokyo, Sept. 6.

Communist Vietminh Foreign Minister Pham Van Dong warned last night that inclusion of Laos and Cambodia in the SEATO treaty being negotiated in Manila would violate agreements reached at the Genova conference.

The two Indo-China States are not repre- sented at the Manila parley, but the French dele- gation is believed interested in a pact to resist aggression against them...

Pham said that inclusion of Laos and Cambodia at Manila "not only is not in conformity with the Geneva agreements and the final declaration of the ference but is also in flagrant contradiction with the words and spirit of those documents."

Pham made his statement in answer to a 'serica 'of' questions from "Unita," organ of the Italian Communist party. Hla replies were broadcast by Radio Peking.

Pham said that U.S. Secretary of State, John Foster Dulles, said that the U.S. Government "considered that Cambodia unid maybe Laas, too, may be in- cluded in the draft of the South-East Asian military pact."

TALSĖ, DANGEROUSIN

The Vielminh Foreign Minis ter charged that such a move would be "false and dangerous" and violates declarations made by the Governments of LuoS and Cambodia at the close at ; the Geneva conference.
