Mr Georgi Malenkov, the Soviet Prime Minister, declared in a sur- prise speech here today that the cornerstones of European security were the Anglo-Soviet pact of 1942 and the Franco-Soviet pact of 1944.

"We see no obstacle in the way of the United States signing a collective security pact for Europe and in its turn the Soviet Government has already announced its readiness to talk about joining the North Atlantic Treaty Organisation under simi- lar conditions."
