The Big Three Western Powers today formally rejected, and in effect doomed, India's proposal for the convening of the United Nations General Assembly session on February 9 to deal with Korea.

With tomorrow the deadline for replies, the Indian plan had received endorsement by tonight from only 19 of the UN's 60 members--- 12 short of the required majority of one.
