MR DULLES EXPLAINS "TRANSFORMATIONS”

New York, Jan. 12.

Mr John Foster Dulles, the United States Secretary of State, said today the Eisenhower Administration had decided to develop massive retaliatory military power to deter aggression.

Mr Dulles in a speech before the Council on Foreign Relations here said that this was the basic decision taken by President Eisenhower and his advisers in planning military policies to meet the threat from international Communism.

Mr Dulles listed the "transformations" needed by the United States for long-range defence policies.

These were:

1.

It was not sound military strategy permanently to commit United States land forces to Asia to a degree that left no strategic reserves.

2. It was

not sound economics or good foreign policy to support permanently other countries.

3. It Was not sound to become permanently committed to military expenditures so vast that they lead to "practical bankruptcy."

M. Le Troquer, 80, a veteran Socialist, was elected President (Speaker) on-lhe third ballot.

The Assembly was voting for A Prekdent to succeed 84-year- old Radical elder stateman, M. Edcuard Herriot, who was first elated to the President's chair in 1923, and who had frequently orcupleà il between his teams of office as Minister and Prime Minister.

M. Le Troquer got 300 votes en the third ballot. His opponent, Populer

Republican Pierre Plmlin, got 261.

According to the constitution,
