Eisenhower Launches His 'Operation Candour'

Washington, Sept. 28.

President Eisenhower launched' on Monday night what the American press calls Operation Candour. It was reported that Eisenhower's an- nouncement indicates that policy planners reached the conclusion that taxes could not be cut and the budget balanced next year without unacceptable reactions on the defence programme.
