THE DAY

Future Of The UN

EFORE the present

Bession of the United

Nations General Assembly 18 over it may find itselfi called upon to take decisions that will shape and deter- mine the future of the UN in world afairs. Certataly the time appears to have come when it seems esaen- tial some real thinking should be done about the future of this world organisation, especially li view of the decision to discuss preparatory work relating to a revision of the Charter. But whlle Mr many will agree with Foster Dulles and other Jelegates that the time has arrived for Charter revision, the deep sented trouble within the United Nations is not removable merely by such an action. The real problem is the "co-existence" in the body of the UN of the "two cumpa." There are many, both governments and in- dividuals, who would still like tu ignore that fact. There are some who have come in the face of historic facts to regard the divisions between the Soviet Union and the United States

conflict between two great powers into which, by une means another, the other nations are being dragged. that They tend to bullove the evil could be remedied by the creation of a "third "neutral force" or of u bloc." It is a diagnosis which disregards facts. It WBX not until 1947 that Soviet propaganda began to picture America as the organiser and leader of the "Imperialistic comp." division In the UN had made itself clear already in the first meetings of the the Security Council and Assembly in London at the beginning

1946. The of doctrine of the inevitable conflict

two between the camps (in which there can oldor be no neutrality) is still. Soviet Kussin งาแล always argued there can be co-existence, but she has been equally insistent that also be two there inust camps,
