Panmunjom, Apr. 17.

The United Nations Command told the Communists today (Friday) that UN liaison officers will meet with them on Saturday or as soon thereafter as agreeable to discuss re- opening of the armistice talks.

The UN Command in a letter given the Communists at Panmunjom this morning suggested that prisoners who do not wish repatriation should be turned over to the custody of Switzerland as a neutral nation, but remain in Korea.

The letter warned that "the United Nations Command is of the opinion that unless meetings of full delegations indicate that an accept- able agreement will be reached in a reasonable time it will be advisable to recess the meetings again."

The letter, from Lt-Gen. William K. Harrison, Jr.,, Chief of the Allied Truce Delegation, to Gen: Nam II, Senior Delegate for the Reds, suggested "that in the interest of practicality, prisoners of war who are not directly repatriated be released to custody in Korea of the neutral state,”

The letter further suggested that "after allowing a reasonable time, such as 60 days during which opportunity has been afforded by the neutral state to parties concerned to determine attitudes of individuals in its custody with regard to their status, the 'neutral state will make arrangements for peuceable disposition of those remaining in its custody."

Nam 11 had requested that full-scale armistice talks be resumed and pro- posed that the question of overall prisoner exchange be settled this way:

1. That war prisoners wishing to be returned to their homelands be exchanged immediately.

2. That all other war prisoners should be turned over to a "neutral' state.” The Communists did not name the neutral state they had in mind.

Harrison told the Communist "it is assumed that you are prepared to accept the UN Commund proposal or make a comparable constructive proposal of your own which would constitute a valid basis for resumption of meetings."

Under the UN plan, Switzerlund or the neutral state agreed on would be allow- ́ed 60 ̄daya" to determine the attitude of those" prisoners refusing to go back to Com

munism and then “make arrangements for the peaceful disposition of those remaining in custody."

About 50,000 of the 132,304 prisoners held by UN forces have said they would resist repatriation to Communist soil. The Communist previous demand that they be moved by force if necessary caused complete collapse of the armistice talks last October:-Associated Press.
