United Nations, Nov. 13. Professor Ahmed Bokhari of Pakistan, speak-. ing today in the special Political Committee South Africa's racial laws, said that this was а "colonial year."

"Everyone knew that this year the colonial | problems would come to the forefront," he said.

Professor Bokhari said he was using the word colonial in a very broad sense to apply to a situation containing the vestiges of a forced conquest in which the people of one race were, in their native land, sub. jected to the demands of a conquering race.

Kinross Plan For Reconciliation Of Israel And Arabs

London, Nov. 13. Lord Kinross, former Secretary of the British Embassy in Cairo, said today that the Western powers should arm Egypt and the Arab States in order to effect their reconciliation with Israel and thus ensure their co-operation in meeting possible aggression from Russia in the Middle East.

"The Arab States at present are more important to us than ever before. It is up to us to make them strong. We make this approach on a basis of equality," Lord Kinross said in a speech to the Royal Empire Society.
