The Consultative Assembly (lower house) of the 13-nation Council of Europe tonight approved the "Eden Plan" proposals to link the proposed, six nations of the "little United States of Europe" with Britain and other countries which' wish to remain outside.
By 102 votes- to nil, the Assembly, ending a three-week session, adopted proposals submitted on behalf of its main committee of general affairs by Mr Julian Amery, British Conservative dele-. gate, for three main steps:
