evidence.

Moreover, every offer by the United Nations to have independent observern, in- vestigate the situation hus been peremptorily rejected by the Chinese Communists and Soviet Russia. This is understandable enough because the Reds know only too well that a thorough and strictly impartial investigation would conclu- sively prove that whatever epidemies might be amicting the enemy in North Korea they are not the result of any germ warfare initiated by the United Nations Com- mand. AMERICA SEEKS UN RULING

United Nations, July 3.

America tabled a new resolution in the Secur ity Council today, calling on the Council to con clude, in view of the Soviet attitude, that the Communist charges of germ warfare were "with- out substance and false."

The resolution was submitted by Mr Ernest Gross, the American delegate, after Russia had. vetoed in the Council a United States proposal for an impartial investigation into the Communist charges of germ warfare in Korea.

In putting forward the new resolution, Mr Gross hoped that Russia would study it carefully.

Mr Jacob Malik, the Soviet representative, immediately described the new resolution as “slan- derous" as the one he had turned down. Russia needed no time to consider its rojection, he added. ·

The American request for an impartial investigation had been supported by all the other 10 members of the Council. Only Mr Malik voted against it.
