The French Foreign Minister, M. Robert Schuman, today outlined in the National Assembly & plan for constitutional reforms in Tunisia which will be submitted directly to the Bey of Tunis and the Tunisian Government.

He said the former French proposals for a joint Franco-Tunisian Commission to consider con- stitutional reforms had been abandoned because of personal difficulties and the unfavourable at- mosphere in Tunisia.
The new plan, he said, consisted of measures which the French Government wanted to see put into effect in the shortest possible time. It was "a first phase on the path of reform."
