The French Government ordered all employees of the French news agency, Agence France Presse, back to work tonight after the headquarters staff had begun a 24-hour strike as a "warning" to Pre- mier Antoine Pinay that "journalists are not civil servants."
The staff of over 1,000 refused to accept a Govern- ment decision forbidding a wage increpse of 5:86-por eent under a sliding scale agreement last October.
