The Utility scheme, with its exemption of all Utilities from purchase tax, will end at the begin- ning of April.
A new system of purchase tax will be intro- duced. It will give tax relief to about half the goods now listed as Utility, those in the lower-price ranges.

Measures In West Russia
London, Mar. 9. The Kremlin is taking extraordinary defence measures in the entire West European part of the Soviet Union, informed sources said today.
The Soviet authorities have also begun the final evacuation from European Asia to the Asia- tic heartland beyond the Urals of all important war industries which had not been moved during the war, the sources said.
The new Russian defence measures were thought to be the main reason for new restrictions, on the travel of foreign diplomats recently introduced by the Soviet Government..
The Russian moves were part of a wider defence plan which was put into operation towards the end of last year.
On Jan. 16, 1952, the ban was extended to certain specifically designated cities and areas making travel for diplomats stationed in Moscow Virtually impossible in most areas of the Soviet Union.
Under the present regulations, the following areas are closed to diploinuts: Soviet Central Asia,
Armenia, the Arcti regions, the Baltic republics, Byclo-Russia and Western Ukraine.
