The 14 Atlantic Allies on Sunday neared the end of their ninth session in almost complete agreement in the steps they will have to take to keep the Red armles of Communism from overrunning Europe.

To create a board to make a detailed study of the Western world's needs for air fields, barracks, communi- cations lines and other army-supporting "facilities, and recommend how to share the cost of building them.
4. To streamline the NATO organisation itself and make it more efficient, or a pattern roughly like that of the United Nations Secretariat, instead of the present over- lapping boards and committees.
