[INETEEN fifty two, as much as any other year since the war, opens on a note of inquiry. Dominant in everyone's mind is whether world peace will continue to be preserved; and if so, at what price? The general situation may call for sober anticipation, but not for alarm. While emphasis is still placed on defensive rearmament, indications are that no nation either wants to go to war, or is willing to risk taking any such step. It is possible, therefore, to estimate that internationally the situation in 1952 will stay relatively unchanged; the West and the East will remain at logger- heads at least verbally. Hongkong greets a new year, fully aware of the international complexities, and conscious that to some extent the Colony must be affected by the course taken by these affairs. Nevertheless, purely domestic problems will occupy our attention. Our administrators have several subjects calling for their attention. Foremost is the question of amending the Landlord and Tenant Ordinance, which, as at present advocated, includes the décontrolling of certain types of pro- party.
