FAROUK'S MOVE TO EASE POW'S A
TENSION
IN DISPUTE New Gesture To Britain
Rome, Dec. 27.
The Egyptian Foreign Minister, Mohammed Salah el Din Pasha, said today that King Farouk's appointment of two new advisers may help ease the bitter dispute between Egypt and Britain. The appointments, he told a press conference here, "ean be interpreted as a gesture to ease the situa- tion and facilitate negotiations.”
King Farouk named Hafez Afifi Pasha Chief of the Royal Cabinet and Abdel Fattah Amr Pasha to the unprecedented post of foreign affairs ad- viser to the King.
Salah el Din Pasha pointed out that the post of

for believing his action is intended to encourage moderation on the part of the Egyptians in the handling of the Anglo-Egyptian dispute. It may be going too far to suggest that the new Ministers are pro-British, but Pasha and Amar hoth men-Hafez Pasha-are noted for their diplomatic qualities, and they believe that sweet more positive and reason achieves
hand than swashbuckling lasting results intimidation. Behind King Farouk's action is discernible a direct challenge to the will and intentions of Egypt's political extremists who have so far succeeded in imposing their authority on the rest of Parliament. Nahas Pasha, the Prime Minister, and his right-hand colleague, Foreign Minister Salah Pasha may now feel they are in a stronger position to resist pressure from the extremists, and with the King's backing, adopt a more conciliatory and reasonable attitude in the resolving of the Anglo-Egyptian dispute. Britain on her part has shown. considerable patience; has not for one moment wavered from her assurance that she destres and seeks a mutually satis- factory settlement. Among other things she has had to tolerate is the insidious Communist propaganda which has been apread throughout the Middle East- propaganda which undoubtedly has made its Impression on the minds, not only of Egyptians, but Persians and others. The Russians have devised a clever propaganda for the Asiatic coun- tries, among which modern Egypt may. for most purposes be included. It is that Rumia will never invade them except to drive Westerners from their soll. According to this doctrine the
to consider the Four-Power proposals for a Middle East defence scheme, despite the fact that Britain promised if the scheme were accepted, she would be prepared to agree to The abrogating the 1936 treaty. Egyptian Government has allowed its people to sink so deep in the delusion that the presence of Western forces in the country means war that it is now finding it extremely difficult to undeceive them. Nevertheless every means must be explored to enlighten the Egyptian people and to convince them that they are being deluded by the subtle Com- munist doctrine. Britain needs to keep open all useful channels of communi- cation and to take advantage of any new ones which may become manifest. The appointment of the two Royal advisers is suggestive. The British Government undoubtedly did the right thing in keeping its Ambassador at Cairo; moreover the Army has acted with admirable restraint. The situation appears to call for a continued policy of patience, and it should not be abandoned unless and until things worsen. How- ever the possibility cannot be ignored that
further the situation may detoriorate and In that ovent Britain must be prepared for strong action to be taken by the men on the spot.
